PP would win the most councillors in Spain's towns and cities: 23,327 of 67,039
Every Spanish municipality elects its council on 23 May 2027. We take each list's 2023 result and move it by its party's change in our national poll average since the general election of July 2023: Vox is up from 12.4% to 19.0%, the PP down from 33.1% to 31.0%, the PSOE down from 31.7% to 27.1%. Local lists keep their 2023 vote.

How it works
- Results: every list in every municipality at the elections of 28 May 2023, from the Ministerio del Interior's official download. Each local list is grouped with its national party through the party code the ministry gives it (ERC's local lists run as Acord Municipal, Junts' as Compromís Municipal, the PSC's within the PSOE).
- Each list's share moves by its party's change in our national poll average since the general election of 23 July 2023: half in proportion and half by the same number of points for the PP, PSOE, Vox and the left; in proportion for the smaller and regional parties. Local and independent lists keep their 2023 share. Se Acabó La Fiesta did not exist in 2023 and has no local lists to move, so its support is not in these numbers; nor is any list new since 2023.
- Councillors by D'Hondt among the lists with 5% or more of the valid vote (blank votes count towards it), as the law sets. Municipalities under 250 inhabitants elect candidates on open lists and are not projected.
- Uncertainty: 300 simulated elections per council, each with a national miss per party (about 12% of its share) and a local miss per list (about 15%).
- This is a projection from national polls, not a poll of each town: local candidates, mayors' records and new lists move municipal votes far more than any national swing.
